Clipette is a kind of rule for measuring on screen, in pixels. You can stretch a rectangle on screen and then, clipette will say its dimension and position, in pixel unit. You have tools to set position, dimension and standard presets.
In the rectangle, you can paste a picture from clipboard, stretch the picture, set and force the aspect ratio.
